Role Purpose :
As part of a Design and Construction EMEA team and reporting to EMEA Regional Procurement Manager and Customer’s Sourcing and Procurement Department - the GREF (Global Real Estate & Facilities) Tendering & Supply Chain Specialist will coordinate the completion of construction RFP / RFI / RFQ documents, their submission, comparison and analysis to support negotiations executed by Procurement and team decision making.
After decision, the role might support in communication to finalize contractual documents, ensure proper documentation and internal communication.
The role is dedicated to one of our biggest Customers - approx. 120 projects per year.
What this job involves :
Running centralized and integrated tender processes (RFI / RFQ / RFPs) on Client’s procurement web platform.
Maintaining Vendor Data Base for EMEA Region and related documentation.
Responsibilities are split at Project Level and Portfolio Level.
Portfolio Level :
Support Sourcing activities workload.
Developing and maintaining vendors’ database
Liaise with clients procurement and legal team to set up and improve Sourcing and Procurement process
Support operations to stick to project schedule for Procurement activities
Procurement Support of project cost development
Maintain day-to day relationships with vendors
Provide guidance for Program Managers on Sourcing and Procurement process tools, procedures, policies
Support D&C Program Managers with expertise on RFP specifications completeness and coordinate timelines
Participate and contact in training of employees as well as e-training of business owner for procurement tools roll-out
Work in full compliance with the company Spending and Transaction policy
Project Level :
Support on Project Sourcing Strategy selection aligned with Client’s procedures
Support on getting necessary legal templates to go out to tender
Support the following project sourcing processes : Design, Project Management, General Contractor, Subcontracted packages, other consultants
Providing necessary bench marking and capturing information to support Design and Construction Team
Manage RFP / RFI / RFQ Packages
Submit RFxs in client’s procurement tool
Create bidders’ proposal comparisons and support proposal evaluation up to completion
Support contractor bidding process
Participation on vendor cost negotiation (based on cost tool, related to budget and CAPex)
Participation on defining vendor bidding lists
Participation on contractor subcontract negotiations
Support on Legal agreements completion : commercial terms and appendixes
Control if project Costs of Works are at or below approved budgets or estimated budgets
Client presentations to demonstrate value for money & savings achieved from the program
Liaison with JLL’s other client account teams to gather best practice

Essential minimum of 3 5 years’ experience in procurement (RFP / RFI / RFQ document creation, use of Procurement tools (e-bidding platforms), proposal evaluation, contract and / or vendor management)
Preferred knowledge of office fit-out projects construction supply chain.
Preferred minimum 3 5 years’ experience of sourcing activities for multiple construction projects simultaneously for large corporate clients;
ideally fast track office fit-out, commercial refurbishment and M&E upgrade projects.
Essential Bachelor’s degree in a numerate or engineering discipline.
Preferred formal Quantity Surveyor / cost management qualification.
Excellent negotiation skills.
Outstanding problem solving.
Strong communication skills (English mandatory, any other EU language required, DE, FR, IT, ES, PL is a plus)
Ability to manage multiple work assignments simultaneously, manage multiple or conflicting priorities, and handle a high-pressure working environment.
Outstanding client relationship management skills with great client focus.
Outstanding analytical ability, attention to detail and organizational skills
Excellent numerical, commercial and financial acumen.
Advanced Excel skills with good Word, PowerPoint and Microsoft Project skills; knowledge and experience in using online collaboration tools, cloud content management and file sharing service platforms.
Candidate must demonstrate personal impact and gravitas, with high velocity & speed of response and a proactive, 'can-do' attitude.
Positive, solution-oriented communications and a willingness to take responsibility, Ownership sense is a must.
