What is the Franklin TempletonInternational Services group responsible for?

Governanceand Oversight ( G&O ) Senior Analyst is a part of Franklin TempletonInternational Services ( FTIS ). FTIS performs an important role in theEuropean business strategy of Franklin Templeton Investments.

The entity isregulated by the Commission de Surveillance du Secteur Financier (the CSSF )in Luxembourg, and holds licenses as a UCITS management company, an AlternativeInvestment Fund Manager ( AIFM ) (collectively a supermanco ), and recentlyhas acquired a MIFID Ancillary license to enable it to perform portfoliomanagement activities.

Theentity manages funds domiciled in Luxembourg, the UK, Ireland, Romania and theCayman Islands, representing approximately $120bn in assets under management.

This is agood opportunity to gain a solid knowledge of the wider European fund industry,the EU regulatory environment and governance best practices.

It gives a greatexposure to wide range of business partners and leaders across the organisation.In addition, in this role, the G&O Senior Analyst will gain a solidunderstanding of best practices on governance and will get an opportunity tosupport strategic projects.

What are the ongoing responsibilitiesof Governance & Oversight Senior Analyst?

Documentation,Monitoring and Oversight (60%)

  • Actively support work of various committees in assisting G&O Consultants in setting agendas, taking minutes of meetings, following up on action items, and performing ad hoc investigations and analysis (e.
  • g. Distribution Oversight Committee, Market Eligibility Review Committee).

  • Assist the G&O Consultant in performing the annual risk assessment of distributors.
  • Work closely with TA Global Risk & Control, Compliance, Legal and IBDG to ensure we perform robust oversight of our distribution partners.
  • Take responsibility for performing the due diligence on distributors, by sending out the questionnaires, receiving and scoring the completed responses, following up on incomplete or nil responses etc.
  • Help implement and manage new distribution oversight software.
  • Assist the G&O Consultants in the development and maintenance of the Investment Management Oversight framework including the performance of initial and ongoing due diligence on internal and external investment managers.
  • Assist the G&O Consultant in the UCITS Market Eligibility process.
  • Work closely with EBRM, Legal, IC and Trading to ensure we monitor the markets invested in by the funds managed by FTIS.
  • Assist in running the ongoing risk assessment and initial risk assessment for new markets.
  • Develop practical scalable solutions to improve governance and oversight processes.
  • Support collation and management of due diligence requests from external parties on FTIS (e.g. depositaries holding Luxembourg funds for AIFM / UCITS clients).
  • Work with lines of business to determine appropriate responses.
  • Manage and maintain database of standard responses.
  • Help maintain and further develop policies and procedures across the Management Company in Luxembourg.
  • Identify training needs and assist in development of governance training program and materials.
  • Maintain and act as an administrator to the Management Company SharePoint sites.
  • BoardReporting (30%)

  • Analyze results of oversight work and draft relevant reports for the attention of the FTIS Conducting Officers and the Boards.
  • Support the periodic and ad hoc reporting to the FTIS and Fund Boards. Coordinate with other functional groups to ensure consistency throughout the Board Pack.
  • Schedule and plan content for FTIS and Fund Board meetings. Ensure all deliverables are collected on time, track actions arising and follow up on them.
  • Maintain structure and content of SharePoint site (data collection, board reports and other financial product and regulatory filings and information made available to FTIS board members, etc.).
  • Ensure Management Company and Fund policies and procedures are updated, reviewed and approved by the respective Boards annually.
  • ConductingOfficer Support and Corporate / Cross functional level activities relating to theManagement Company (10%)

  • Assist the Conducting Officers and G&O Consultants in a number of initiatives and projects for the management company concerning developing the governance framework, regulatory changes, product initiatives, Board reporting efficiencies, special initiatives and analyses concerning Fund Board requests.
  • Assist in helping collate information for Regulator and Senior Management requests.
  • Participate in periodic oversight meetings (e.g. AML Monthly reporting) and team meetings with the Conducting Officers.
  • Provide other support to Conducting Officers as required.
  • Workinghours : semi-flexible 7 : 30 / 9 : 00 16 : 00 / 17 : 30.

    What ideal qualifications,skills & experience would help someone to be successful?

    EDUCATIONAND EXPERIENCE

  • University degree in accounting or business, or equivalent qualification.
  • Training towards a professional qualification in finance, accounting or management (e.g. ACA, ACCA, ACMA, CPA, MBA) would be viewed favorably.
  • Experience with Microsoft Office Products (Excel, SharePoint, Outlook).
  • Experience within asset management / investment funds industry.
  • KNOWLEDGE,SKILLS, AND ABILITIES

  • Working knowledge of investment funds, including financial instruments and local regulatory environments.
  • Ability to communicate effectively both orally and in writing to establish and maintain effective working relationships.
  • Strong written and verbal English communication skills required.

  • Ability to work independently and as part of a team.
  • Excellent attention to detail and strong organization skills.
  • Strong work ethic and genuine interest in learning.
